28 + 44 is less than 100 %
So there is not necessarily overlap of ownership of dogs and cats.

If there were 100 people, and each one had either a dog or cat or both, 28 would have cats, 44 would have dogs, so that is only 72 total out of 100. With 500, there would be 5 times the number.
So 140 cats, 220 dogs, or 360 pets for 500 people. So there is not necessarily overlap. In fact, there are people without pets.
