because they have a great sales pitch and know the ins and outs of telling lies to get by. The greatest con artists are politicians cause they will sell you dreams and make you believe in their ideologies too.

Probably because those things aren't on record to disqualify them. If you were up to your neck in drugs, no one can really prove it unless you have some conviction in your past. It's all about having irrefutable documentation.
