Well you can't BUY a garter snake and I wouldn't recommend it anyway, garter snakes aren't the most attractive of pets and tend to smell. A kingsnake is the way to go, California Kingsnakes or Scarlet Kingsnakes are beautiful animals with patterns unique to individual snakes. The only problem is that they may run a little high in price around 70 bucks. Florida Kingsnakes are cheaper ,but not as colorfula as they're west coast counter part, at about 30-45 bucks per snake. A juvenile king needs a 10 gallon tank and an adult would be quiet comfortable in a 20-30 gallon tank. Kingsnakes are very docile creatures and with regular handling will be a friend to all.

You might be able to buy them at Petco or Petsmart. You need a 20 gallon or larger tank with an under-tank heater for one end,a UV light and a water dish(heavy crock). For a substrate,I would use Lizard Litter(basically a sterilized dirt product),mixed with some moss and leaf litter. It will need some branches to climb on ,and a log to hide in.Garter snakes eat mice(you can buy them frozen;any size-this is more convenient and safer for the snake(live mice will bite them). It's also more humane for the mouse, obviously. They will also eat goldfish, rosy minnows, tadpoles, and earthworms. You can leave earthworms in the tank all the time as long as it's kept humid enough.Put the fish in the water dish, and let the mice thaw to room temperature before feeding.Garter snakes make good pets if handled gently so that they become accustomed to it,but they will "musk" you if they are afraid. It's smelly, but harmless.

They are 15 bucks or less at Petco. A 10 gallon tank would be fine, but the more room your snake has the better because garter snakes are aquatic, so it will need a bowl or somehting to submerge itself into

You can't buy a garter snake at Petco. If you want one, just go to your backyard and get one.
They stink by the way. Very distinct odor. My son has had Boas for years, they do not have the odor of a garter snake.

Don't buy from petstores, find a local breeder or put up a wanted ad on faunaclassifieds.com for one. Even if you pay more up front, you will save on vet bills since petstore animals are filthy and horribly taken care of.
I suggets at least a 10gallon for a baby, maybe a 20gallon later if he gets large. It depends on the species you get.
You do not need UVB< they are a notucnal snake and just need a heatpad and a digital thermometer to keep track of temps. I suggest a burrowing substrate like sanitized soil, sand or aspen bedding wtih a large water dish and several hides.
