swim wear has padding to hide nipples and vaginas. but underware dosent. UNLESS they buy skimpy swim wear.

Because being in your underwear has a sense and felling that you are half naked, where as being in your bathing suit at the pool or beach....everyone is wearing them because they are supposed to be.
