Because they want to show off their legs, look pretty, and get noticed? I'm not sure, I've often wondered that myself through the years. It doesn't make much sense, if they're uncomfortable wearing short skirts then don't wear the short skirts is what I say! ;-)

In matters of style and fashion there are no clear answers. Throughout Western history we have evolved toward wide latitude in personal tastes. In the USA we honor the "right to be left alone" even though it isn't in the Constitution. If only the Islamic world could reach this level of development. If only they would stop judging everyone, everything, every idea. If only. Hurray for short skirts! for long skirts! for pants! for dresses! for t-shirts, for gowns, for bikinis, for everything!
