Each account is managed separately, so log into each one and FIX that. In some cases, you have to RAISE the account to Administrator level, so you can change the internet security settings. Then set it back. Reboot and check it.

Click on the following in the IE menu:

Tools > Internet Options > Security tab > Custom Level
Scroll down to the Scripting section and make sure the radio button next to "Active Scripting" is checked.

In IE 4 and above:

Go to "Tools" then "Internet Options"
Click "Security" tab
Select "Custom"
click on the "Settings..." button
To enable: make sure "Enable" is selected under "Active scripting"
To disable: make sure "Disable" is selected under "Active scripting"
Restart the browser

Open up IE. Click on tools. Click on internet options. Click on advance tab. Scroll down and see if Java is enabled. Check the box if it is not.
