The processor is FRIED! I would say the only option here is to buy a new computer. Dell will not fix that one now, even if it is under warrenty....by opening the side and messing in there, your sister has voided the warrenty. I know this cause I have a Dell, and I have been through a similar problem. Tell your sister not to be taking off the side anymore, if she is not very computer smart, trust me there is nothing inside the tower that she needs to be messing with! Tell her to call a technician next time!! Otherwise she is gonna end up costing herself more that she would have spent by letting a qualified person deal with it in the first place.

I would be getting someone who knows what they are doing to look at it , tell ya sis not too go poking about inside if you dont know whats shes doing . a missing dll file sounds like its been deleted somehow .
ps if you can get it too stay on , click on the start button then Accessories then System Tools , then System Restore , then "restore my computer to a earlier time " then next , then on the calender on the left hand side of the screen find a date that has the date number in bold and click that then click next , the puter will reboot restored to a earlier time , hopefully before the dll was removed .

Oops, that's it. You said DELL.
Unfortunately, you have a lot of crap installed on that PC, that comes with a DELL. Anytime you install some of the crap, or even update it, files become corrupt or missing.
You need a "clean install" of Windows with good Anti-Virus software and spy-ware protection.
For now, I'd look up that missing DLL file and see if it is malware or if it can copied from another PC (or internet) and put back into that computer.

Start windows in safe mode, by tapping the F8 just after turning on the power. After it boots up in safe mode and if you have a windows CD, go to START and then RUN and type in - sfc /scannow - if it is windows XP if a previous version in the run type in sfc and hit enter or click OK.
That will find the missing DLL (data link library) file and replace it.

Important stuff she needs to get is system mechanic pro and one antivirus avast home edition or kaspersky free edition which is known as active virus shield.. if u have problems getting the softwares let me know i will share mine.. dont worry

Try entering Safe Mode (Tap F8 as you boot). If you can get to Safe Mode go to "Start". The "Run". when the "Run" box pops up enter "sfc /scannow". You may need your Windows disk.

if its xp try seeing if you can do a system repair from the disk or try reinstalling windows.
If you can get to the point of installing the dll file try getting the file from here
