In 1970, it was 22,762,000
In 1995 it was 38, 139, 000

The increase was 38 139 000- 22 762 000 = = 15 377 000

As a fraction, the percent increase = actual increase/original then times 100 to convert to a percent.

So 15 377 000 / 22 762 000 X 100 = around 67.56 %

Um, that's hard to read, but take the age 75+ population from 1995, subtract the 75+pop from 1970, and divide the result by the 75+ pop from 1970.
