If you want to attract Monarch butterflies, you can try to plant some Milkweed, since that's the only thing their larvae eats.
Whether or not they lay their eggs on your Milkweed, really depends on the availability of milkweed in the area, AND the availability of Monarch butterflies.

Simply throw them to the ground, they will soon come up, and yes you will attract the monarch butterfly, and a few more unexpected butterflies as well. They will lay their eggs on the plant, the Caterpillar will eat the plant bare (or close to it), it takes about two weeks before it turns into a cocoon then roughly another two weeks before a butterfly emerges. I call the plant a 'Swan Plant' as the seed pods resemble a swan. Any blue flowering plant will attract butterflies.

We live out on a farm and have some milkweed growing around here, and yes I have noticed quite a few monarchs around the last few years. I'm not sure if they breed and they their eggs here because of the milkweed or not though.

Well we have millions in our backyard and right now we have 7 cacoons, 12 caterpillars, and 5 regular butterflies. The only thing you need is the tons of milkweeds and other types of flowers to get their attention. Make sure you have some ladybugs. You will have tons of aphids.
