There are several ways to accomplish what you need. The most common way is to treat it just like an applique, fold under the edges and use tiny stitches to apply it. See links in the source section
Another, easier way is to iron on a two way backing. The backing is first ironed onto the cross stitch, and then peel off the second side and iron onto the material
Yet another way is to simply lay the cross stitch pattern onto the fabric and stitch around the edges with a decorative stitch, or cover the edges with an edging fabric and sew it down.

To make it have a decorative edge, you could sew ribbon onto the edge of it as you are sewing it onto regular fabric. That would finish the edge as well as attach it to the fabric. It would probably be faster if you used a sewing machine, and you could also do it with decorative stitches if you have a fancier machine.

Well it depends are you making a pillow? Just sew 3 sides on a machine and slip stich the fourth side closed after you put some stuffing inside.
Otherwise just frame it and don't worry about the regular material.

You haven't said what you will be using it for. If you are going to use it on a garment, such as a child's dress or jumper, sew piping to the two long sides, then attach it to the yolk and lower half of the garment. For any other uses I agree with the other answers.

I frame a lot of mine, and I usually put it on sticky-back mounting board. You cut the board to the shape of your frame, peel off the paper, and "stick" your finished product on. Pop it in the frame, and you're done.
