He's on the roster.
He signed a contract with New England on Nov 14th, though he was inactive this week (week 12).

He is the Pats' 3rd string QB. He took 3 snaps to end last week's Packers game, won by NE 35-0. Don't expect to see him out there much.

Yes, the Patriots signed him as their third Quarterback a couple weeks ago. He actually took a couple snaps at the end of last week's NE/GB game (they were kneel-downs).
