what is it that canada is doing to China regarding human rights? I'm confused. Thanks.

Harper is being more vocal than past leaders about Canada's concerns regarding human rights (or the lack thereof) in China. The difference is in delivery rather than the message itself, which has not changed for decades. The increased volume is related to other concerns, such as Chinese industrial espionage and China's attempts to buy Canadian resource companies. Neither is in Canada's interest. Harper is telegraphing that there will be new restrictions on China's involvement with the Canadian economy in the near future.
