It sounds to me like there is not enough oxygen in the water.
If you have a filter, lower the water lever just a little so the outflow from the filter breaks the surface of the water. That will help get more oxygen into the water. An airstone would also help.
Here's a good goldfish caresheet.

and information about what happens in a new tank and how to keep the water from getting toxic.

It is not the same as a betta goldfish do not bubble nest. They are probably not eggs. Goldfish gasp at surface air making bubbles when the water is of poor quality or there is not enough air in the water.

If they are "bubbles" then check your filter it might not be the correct size for your tank if your filter is working and it is the correct size then look at one of the bubbles and you should be able to see if it is an egg, it will be opaque in color. If they are eggs then put them in another tank with a heater and a filter and just wait for nature to work.

That means that they are bored and trying to have some fun. Try spending a bit more time with them. When is the last time you took the bowl out for a walk and a bit of fresh air and different scenery for these guys.

Corey's wrong, if its the same as a betta it means its ready to breed. But I have never bred goldfish before so i wouldn't know.
