Any film in which George Plimpton gives commentary is not allowed to be considered a biopic due to an agreement reached in 1974 with Belgium.

It's a documentary about a certain era in Ali's life. Biopics have someone else playing the role of the subject.

Probably because of the entertainment value of Ali. He was the star of that movie hands down. Also they most likely wanted to make as much money commercially as possible.
