almost every time i go on the net, these windows pop up and say

"a runtime error has occoured" line= (it varies) how can i stop this?

Several things can cause run-time errors.
Software conflicts
Virus's
Memory issues
etc.
Try a search on Microsoft's help sight

Open Internet Explorer. Tools Internet Options Advance Tab and Look for "Disable script debugging" and put check in the box. Now look for "Notification about every script error line" and remove the checkmark. Click Ok. Still having script errors? Download SpyBot Search and Destroy, Microsoft Defender and do complete scans.

Can think of several things...
but the easiest to try is to scan the PC for spyware. Sounds like you have a corrupt spyware program on the PC that is failing to properly open ads and pop-ups on the PC.
Run both Ad-aware Personal http://lavasoft.com and Skybot (http://www.safer-networking.org/en/download/index.html) to remove any spyware. Run both as one may caught something the other missing. Then go to microsoft.com and download Defender to protect against future infections. All three programs are free.
