The info that's officially come-out so far indicates that there's new weapons and at least two new vehicles.
The "new" weapons are:
#1 - Spartan Laser - (two-handed) This was basically designed to be an anti-vehicle weapon, it takes a few seconds to fire, but when it does, it goes through stuff. It sends out a dot light.. kinda' like a laser pointer, the dot widens into a killing beam and then disappears.
#2- The Assault rifle from Halo 1 is back, (two handed, I think) but has been retooled to be more powerful. It's not as strong/accurate as the Battle Rifle, but it's better than using an SMG.
#3- Brute Spiker - (one-handed) Apparently this is similar in style to the old needler except this does a lot more damage, and the needles are orange spikes.. possibly non-guided. It also has a small blade on it too, to do increased melee damage.
#4- Brute Spike Grenade - This sticks to walls and stuff.. apparently it sticks just about anywhere and when it goes off, it shoots out spikes in a single direction. My suspiscion, according to pics and descriptions I've seen, indicate that it fires the exact opposite direction from where it's stuck. (ie- straight up when it's on the ground), but that's just a guess.
#5- the old needler is back, but it does more damage this time. No clue HOW much more damage, but it's been mentioned at least.
The new Vehicles are:
#1 - The Mongoose (two person) is a 4-wheeler that was supposed to be in Halo 2, but they couldn't get it to work effectively. It travels very fast in a straight line, and has no guns on it. You can steer at slower speeds.
#2 - Brute Ghost - there's some confusion about this thing.. I'm not sure if this is just a bulkier version of the old ghost or not. No word on improvements or changes.
Other new elements to the game:
#1- Masterchief armor has changed. No huge changes have been announced yet, but time will tell if there are any changes otheer than appearance-wise.
#2- Shields - These are new and are used at portals. It's an energy wall that doesn't allow projectiles through it. (I don't know about plasma or lasers) You can walk through it, but you can't shoot through it. Apparently you CAN stick a spiker grenade to it as you run through, and spike the person behind you.
#3- Turrets - Recently I've heard rumors that these might not be in the finished game now.. Apparently they're used to stop people from leaving the game area (at least in multiplayer.. no word on campaign).. they start shooting you if you go past them.. the further away you go, the more damage the turret does to you.
#4 - Visible weapons - Now when you put away your gun to grab your secondary weapon, everyone can see the other gun because you holster the weapon. The guns stick to one of your thighs if it's a 1-handed weapon, and stick across your back if it's a 2-handed weapon.
#5- New marine AI - SOMEHOW there's a way to tell your warthog gunner that there's enemies nearby. No word on how they're doing that, but for warthog fans, it's a bit of a relief.
The storyline picks up where Part 2 left off, with the masterchief returning to finish the fight. The Covenant is trying to get to an artifact called the Ark buried in Africa which was designed by the Forerunners to remotely trigger all of the Halo rings. They're doing that in the hopes of starting "the Great Journey".
Meanwhile, they also hate humans and have been wiping them out left and right. Heretics within the Covenant had spoken with the oracle (343 guilty spark for Halo 1) and learned that the prophets were wrong about the Great Journey. The Arbiter also learned about it and it appears that Halo 3 will continue the revolt of the Elites, Grunts, and Hunters, against the Brutes, and jackals (and now, the prophets themselves). Now that group will all be labelled as heretics as they try to help the humans stop the rest of the Covenant from activating the Ark.
Humans on Earth have been receiving "altered" news reports claming that the humans are winning the battle with the Covenant, and have no idea how desperate the situation has become. Masterchief comes to both, stop the ark from being activated, and defend Earth against the Covenant.
Worse though is the fact that the Flood are also going to find their way to Earth. The only way to stop them is to trigger the Ark. If the Ark is triggered, all sentient life in this galaxy will be extinguished.
Add to the mix the fact that Cortana is becoming insane (rampant), and may have her own ideas on ruling the galaxy. Also the fact that the forerunners had artifacts that could affect the flow of time, AND the fact that 343 Guilty Spark had made numerous statements regarding how Masterchief had been the one to activate the Halo rings the last time. It seems to me that the Masterchief might be doing a little time travel, too.
BTW- There's a multiplayer Beta demo for Halo 3 on the 360 LIVE system that'll be availible in a few months.. keep your eyes peeled for it.

Check out bungie.net. But I didn't really care for the story line as much as playing online. AI for the games (1 and 2) left something to be desired. There is nothing that beats playing people from all over the world. I can't wait to play online with new maps for Halo-3
