As a young man he dragged out his Master's studies, which he never finished, to avoid the draft. As a Congressman he opposed banning cop-killer bullets and plastic guns which can evade airport security. As Defense Secretary he complained that the Democratic Congress prevented him from making greater cuts to the defense budget, then in 2000 and 2004 turned around and tried to scaremonger that the Democrats would oppose defense spending! As VP he has attacked the constitution by seeking to claim unprecedented and unlimited new powers for the president, and ceded America's moral high ground by defending torture.
Not an admirable record.

Has trained George Bush Junior to behave like a good Republican monkey that he is. He has also snowballed the rest of you Republicans, you behave like a bunch of spoilt little Rich Kids that you are, don't forget to change your diapers and put them on your head as we know you are full of it anyway..

If being in elected position means "serving", then he has done quite a bit. Otherwise, he had "other priorities" that kept him for serving.
