Tilsit (now Sovetsk) is a town in westernmost Russia (Kaliningrad region). Tilsit.com offers information and historical insight on the subject.

Although there are at least 3 Sovetsks in Russia, I think you are talking the one in Kaliningrad region (former Eastern Prussia). It's ancient name is Tilsit.

Two others (smaller ones) are in Tula region (not far from Moscwo) and Kirov region (not far away from Ural)
