Concrete cures (gets hard) by water being incorporated into it chemically so it becomes much stronger if it is kept wet. The only things to avoid when laying concrete is frost and allowing it to dry out. So this time of year is ideal as long as the weather stays 'mild'.
When testing concrete we used to put the samples UNDER water so they would reach the maximum strength.

You wouldn't want to make a magick wand out of cement--not only would it not conduct energy that well, it would be way too heavy!--but cement is fine for grounding. All that matters is that you're on the ground. Even if you're on an upper floor, you can ground through the building's structure. Personally, I find it easier to ground when I'm literally on the ground. I lived in a second floor apartment when I first started doing energy work and spell work, and that was different. I could still do it, but I'd rather be right down on the ground. What kind of material is between me and it doesn't matter, as long as there's nothing poisonous. New carpet with noxious fumes might interfere (I'm very sensitive to that kind of energy), but what the floor is made of won't.

yes, it is OK to use cement this tie of year. Cement actually cures very well in a damp environment, believe it or not. Go ahead and repair the fence.

Yes it's ok to use post cement as you use quite a dry mix for posts anyway. Concrete even go's hard in water believe it or not as it doesn't get hard by drying out, it's hardened by curing and actually needs to be moist to harden and go off. yep, no problem. Cement is a chemical reaction that will set, even under water. Just keep running rain off it for the first day.

Dampness wont affect cement going off, temperature will, so be quick while the weather is still mild and you'll be fine.

Hope you don't mean right now, It's 12.30 am, I think your neighbours may have something to say about you banging around putting a fence up at this time of night.
Apart from that, cement's fine. May take a little longer to set but as long as we don't get a frost it'll be ok.

as long as temp is not below zero you can you it any time.if the holes are filling with water make a semi-dry mix to soak water up
