The blod flows to the face and brain because of endorphines that cause the specific reaction, alos since you are not breathing properly at that time.

Most places in the body get vasoconstriction but the face gets the opposite - vasodialation. Also, the heart rate increases & the blood pressure goes up. You might look into : sympathetic/parasympathetic nervous systems, adrenelin, glucocorticoids.
