The University of Virginia is one of the finest state schools in the nation in terms of academics.
Frostburg State is ranked MUCH lower.

I heard that Frostburg is a party school, besides that I don't know much more about it. I think UVA may be much more serious. UVA was ranked as one of the top 3 public schools in the nation last year and it's becoming more and more affordable. Perhaps you should plan to visit Frostburg and Charlottesville to see which one is best for you.

Where do you fit in? What campus feels best to you when you visited? Which one has the best programs for your area of interest?
There is no objective way to score a college. I've seen people fail at high-profile colleges, and others start at a community college to end up with a MD, PhD, or in one case, become an astronaut.
The secret, then is to go where you belong, where you fit in. The best place in the world won't work for you if you don't belong there. This is one time you should go w/ your gut, and forget all the surveys and ratings.

-I used that website senior year of high school during the big college search and it helped me search through colleges based on specific information(Such as Majors, Cost, Location, and Scholastic Rank) I was looking for. Not only was that a huge help, but it also has scholarships, student loans, and college aids you can apply for right there on the website. I'd highly recommend it.
