I believe Rush earned the dubious honor when he was busted for having a script in his doctor's name while returning to the states from vacation. But, I like Kent's answer best.
Kent, don't want to freak you out, but Cheney's photo was in a local paper years ago when he was campaigning for Bush. He's got quite a package on him!
