Yes, and all guys lie about their penis size, height, and weight in that order. Usual way is to measure along the top using a ruler placed at the base, against the pubic bone and measuring to the tip. Can vary from erection to erection, best to measure just before ejaculation, you should be longest then.

yes. every man wants to appear bigger then the other men. so instead of talking about there 2-4 inch long penises when they are not erect, they would much rather talk about their 5-__ long penises when they are erect. its a guy thing.

Does size matter? Depends on who you are talking to. Some women don't mind as long as the relationship is good, the guy is attentive, and he pleases her with orgasms in some way.
To me.... yep..... size does matter.... as done endurance.
