Whenever I boot up my computer, it tells me that my Cashee Fan is running to slow. I was wondering if there was anyway to resolve this problem or how to fix it?

It is not the Processor fan, when I go into the boot setup menu its running fine, its the other fan. Its running slow, and making a loud buzzing noise

It appears that the Fan is in urgent need to be replaced.

Before you go ahead and replace it, ensure that the rpm(revolutions per minute) specified for the fan are well below the optimum specified in the PC manual.

If it is, then you need to speed up and change the fan else you could end up buying a new processor along with the fan. What I mean is fan running at lower speed will heat up the processor and finally burn it out. So act now before using your PC in such state.
(Please make sure to consult your PC technician if you are not sure).

Get a replacement fan soon. Fans wear out and can cause the CPU to overheat and die.
