i just bought a 1999 caddillac deville delegance & the temperature goes to 110 degrees celsius is this normal?????

Yes, that is normal. The coolant if it were clear water would boil at 100° C. Add anti-freeze to it and it raises to 130° C, and add a pressure cap, it raises the boiling point by1° C for every pound of pressure added to the system.
If it were to run any cooler, efficiency would suffer, as would the engine mechanical. When the engine runs colder, there are 'hot spots' that develop. This elevated temperature helps to keep all of the engine parts tha same temp.

4.3? You probably mean 4.6L, since in 99 that engine should be a Northstar, the 32 valve V8. It's an all aluminum engine, so you want to make sure you don't run it hot since those motors are notorious for head gasket failures. I think the 99 has the "limp home mode" where if there's a loss of coolant it will alternatively cut off a bank of cylinders and use the dead cylinders to pump cooling air flow throughout the engine, but you'd know if this happened since the power will be much less. depends on the thermostat

there is a 110 thermostat so yes that would be normal if thats the case

all newer vehicles run at or around 215 degrees so that should be normal.
