Antibacterial cleaners main ingredient is alcohol. The alcohol kills bacteria so it cannot spread to others. It does not remove it from your hands, just kills it. When you wash your hands you also wash away the dead bacteria.

The waterless cleansers are gelled alcohol. Any germs or bacteria are still on your skin (unless you wipe them after using the cleanser) but are killed because of the alcohol in the cleanser.
Your hands feel "clean" because of the coolness of the alcohol.
