No, I didn't have a hard time understanding it. I had a hard time finding information on it.

It is another way to take the money and property from the person, and also another criminal charge against them.
The criminal is suppose to go in and buy stamps for thier illegal drugs, Thus while the drugs are illegal, they are paying thier taxes on them.
So if the criminal is not paying the taxes, the state can seize the property of the criminal for non payment of taxes.

These stamps first came out in the depression era . They came up with this stamp during Prohibition and the depression for two reasons, one was Hurst from the Hurst founding family thought that it was as we call it a gate way drug. It was very popular in the big sin city's (New Orleans) and other southern states some out west.
when they tried to outlaw drinking they add Marijuana along with it. Second they wanted to outlaw it in the west because the migrant workers smoked it alot as it grew along the roadside. The USA grew marijuana and paid the farmers back then to grew it, this was our only source of rope we had. To get ride of the migrant workers they went with the east and said it was against the law. to grew it you needed a stamp. To get the stamp you had to grew it. If you did either one without the other they put you in Jail. They did not want the migrant workers anymore as there were no jobs for people in the US. They did not want them in the bread lines so they just sent the migrant workers away or sent them to jail for smoking pot

I don't accept NORML as a reliable source. I have heard of one jurisdiction that anonymously sells 'tax stamps' for certain illegal drugs. If you are caught with the drugs and no 'tax stamp', you are charged with both possession and failure to pay taxes. If you have the stamp, you are only charged with possession.

In a way, yes. They are used for medicinal marijuana ONLY. You still have to have a prescription to possess.
