Los Angeles does not need the NFL. The NFL, however, would like to have a team in LA for several reasons.

Los Angeles has told the NFL to pony up the bucks for placing a team there, and the NFL has resisted.

If the NFL wants to come to LA, then The NFL should pay for the priveledge.

To make a long story short, because the people of LA don't support their team(s), meaning financially. The Rams and Raiders both moved out of town the same year, and there was more noise about the Browns leaving Cleveland the next year than there was about TWO teams leaving the nation's second-largest TV market. Go figure.

L.A. did have a team, the Raiders used to be in L.A. However, their wasn't enough money for football in L.A. I think that the citizens of the city are too busy spending their money on other things, like plastic surgery and and divorce lawyers!
