Arizona has moderate temperature in the winters and extreme heat in the summer. I want to use my back yard patio more and I thought if I put a 32" LCD monitor on my concrete wall we would use our back yard more. I would cover the TV when not in use, and it would not get much direct sun light.

The heat might cause you trouble, but you can direct a fan toward it to help with that. You could build a weather proof cabinet to enclose it in when not in use.

No - electronics don't like heat - they would much rather be in a cold environment - it would be OK in the winter, the summer would fry it.
