Does anybody know the name of the female singer she looks white she has short hair ( reggae music) I've seen her video a couple of times on BET but never her name.

I could be way off, but I believe you may be talking about Lady Sovereign. She's actually british and sings a mix of r&b, ska, hip-hop & ragga (which isn't reggae but it's related to it). She sings a song that's pretty big now called "Love Me or Hate Me", Could that be her?
