I dislike the term, and do not advertise myself as one, but i am "Handy" and male.
I can do anything,,, no brag. I may not know it all, but rarely admit that to myself. What I don't know I attempt to learn, and have for 63 years.
Consider why you ask and in what category, that rationalize that a "handy man" might be able to do many things one might find here in the form of questions.

Good, not GOD
Not strictly related at all,,, but if someone was unable to open a new jar of Pickles and you were,,, they might say,,, What a HANDY MAN!

that's really a wide question. but i will give it a shot.
he/she does work around the house or business that are to small for a contractor, to much time consuming for you, or if ur physically not able to do the job, he/she has to be a jack of all trades master of none, he repairs, paints, mows, plumbing, electrical, roofing, wide wide field of work, but as i said jack of all trades master of none if it is a big job u need done i recommend getting a professional who specializes in that field of work u needing done. but it is handy to have a handy man/woman around to fix the squeaky door or to paint the fence that has been needing to be painted last 5 years etc. hopes this points u to the direction ur wanting.
