Number 1 ( 252 mph/407 km/h ) - Bugatti Veyron
252mph, 1001PS, 16 cylinders, four turbos, 8.0-litres... the Veyron's numbers are staggering. It can hit 60mph in 2.5 seconds thanks to four-wheel-drive traction, shoots to 125mph in 7.3 seconds and reaches 200mph in less than 20. The Veyron 16.4 is the most powerful, most expensive, and fastest street-legal production car in the world , with a proven top speed of over 400 km/h.There can be no commercial logic behind such a crazy machine, even with the Veyron's price tag of one million euros.
Number 2 ( 242 mph/395 km/h ) - Koenigsegg CCR
Number 3 ( 240.14 mph/392 km/h) - McLaren F1
The McLaren F1 was the first production to use a complete carbon fiber chassis and body. Such lightweight construction, combined with the BMW S70/2, 620 horsepower engine, helped the McLaren achieve 240.14mph in its XP5 pre-production trim. The engine is a 6.1 litre quad-cam, 48-valve V12 which produces no less than 627 bph and a top speed of 231 mph.

The Bugatti Veyron as previously mentioned: "According to Volkswagen, the final production Veyron engine produces between 1020 and 1040 metric hp (1006 to 1026 SAE net hp), so the car will be advertised as producing "1001 horsepower" in both the US and European markets. This makes it the most powerful production road-car engine in history. Peak torque is 1250 N·m (922 ft·lbf)."
Zero to 60 mph (97 km/h): 2.5 s
Even the fastest, most extensively modified Dodge Viper on earth, Hennessey Venom 1000 Twin Turbo, can not come close to the acceleration and top speed of the Veyron.

I know the McLaren F1 is among the fastest. To be a valid F1 race car, the vehicle must be a production vehicle. Their definition of street legal is that you have to produce 100 and they must cost under a million, so thats what McLaren did, produced 100 and set the price a dollar below the million mark.
The McLaren F1 has a top speed record of 231 as tested by Road and Track.
And YES the McLaren F1 is street legal.

The mclaren F1 it offers a sustained 200+ M.P.H. 240.1 M.P.H. to be exact top speed rating. It sold for $1,000,000 brand new and only a 100 copies were ever made so if you can find one on the used exotic car market you will have a very rare very fast car.Do a "goggle" search on it for pictures to see just how beautiful it is. The driver sits astride the center tunnel like in a formula one race car and the passengers BRAVE SOULS sit on either side of the driver.

Sympathize about your friend - but to be quite honest its not the car, its the driver. Nearly got wiped out myself the other day by some idiot driving a standard Fiat Punto overtaking a truck in a really bad place, with a mobile phone held to his ear and one hand on the wheel. Even a modest family car these days can be quick - my diesel people carrier can do 120mph (or so the handbook says) so what are you going to ban ?
