Yeh basically check the bidders feedback score...anything over 50 is ok..100+ is a good bet, but even for them they could still scam people so check for negative ones, sometimes their are shops you can buy from that have 2.5k plus so they are totally safe

Depends how many positive/negative feedback a seller has.

Be careful and read the descriptions as to avoid being scammed with one of those "Only contains a box, no game" footnotes in the auction.

depending on the sellers rep. But ebay does insure purchases up to a certain amount.
