I haven't had it happen for a long time but when I was on some dating service of adult nature, I chatted with a charming lady who just short of admitting being sheriff but claimed to be 13.
I reported her to the service and Nothing happened. I am sure they are out there. But even here on Answers you see 13yo's asking sex questions.
