Well, being Asian, I've never had to worry about my eyes looking slanted.
I've done makeup for some of my Asian-challenged friends, best way I say is to apply eyeliner heavily on top, then drawing it out a little at the ends. On the bottom draw very lightly starting from the outside corner and going to about mid-eye.
To complete the effect, I'd get blush or whatever your preference is, and make your cheekbones look higher and more defined.
A little blue eyeshadow looks good with it as well.

Add two layers of black or dark mascara, some exotic light blue eyeshadow, rosy cheeks, rosy lips with sheer gloss, and use your black or dark eyeliner to outline above and below your eyes and then at the very end of your eyes, use your eyeliner to draw a small line that curves up a little bit to make your eyes look more slanted.
If you're REALLY looking for an Asian look, wear a silky floral top with black slacks or a black skirt, some sling-back sandals, and stick a couple of chopsticks in your hair!

You cannot make your eyes slanted without plastic surgery. You can make them appear larger with black eyeliner and mascara.
