Easy; first multiply both sides by 2
2a = bc^2 and divide both sides by c^2
b=2a/(c^2)

do you want to solve for b:

a=(bc)^2/2 or 1/(bc)^2 or b(c^2)/2 ?,,, see the ambiguity?
