i think they get special training on those secrets cause that is their business, to locate, to find, to work with, no matter what they will get those information without you knowing it .

i wonder some possibilities, that they get close to the people's neighbor, family and pretend as a long lost friend so they can get the number? or have an insider in the telephone company to acquire the unlisted number reports? or rather have the access through internet? or maybe have that gadget to rig from the phone line to reveal the number itself? but then again, their customer provided that information long before anything else, right?
