i had the same problem at my last apartment, tried everything. get professional toilet bowl cleaner containing hydrochloric acid 23%. put it around the rim, let it sit for 1/2 hr and the stains will be gone. you can find the stuff at most hardware stores. and best of all, little to no scrubbing.

The pumice stone used with plenty of water to avoid permanent scratches is the only way I know of. If that's not working either, you might have to just replace the toilet. It's not hard to do with some basic tools and a pair of strong arms. You can buy a toilet fairly cheap these days. Sorry the pumice didn't work. It must be in really bad shape.

Sounds like hard water buildup. There is a product called CLR you can get it in the store in the bathroom cleaning supply area. Put it in the bowl of your toilet and let it sit. Then scrub with toilet brush. It may not get all of it off at first but you can work at it over a few days.
You can also use regular vinegar in there, but it will dissolve much slower.

Buy a box of denture cleansing tablets (Efferdent)
Plop two into toilet bowl every night before you go to bed (or work - when its not going to be in use for a while) after a couple of weeks it will be clean - to speed up process you can brush every day before flushing the "denture water" out

you must of been very desperate to accept this apartment with the toilet in this condition. you must tell the landlord to either
have the thing cleaned to your satisfaction or replaced. take care not to damage the toilet (such as scratching it up) or the landlord may charge you for damage.

Bleach everything down,but make sure you ventilate the area when you are cleaning.Also try some liquid **** and Span cleanser,and scrub it down with a sponge.Good luck!!!!

Try CLR, calcium rust lime remover. It should be for sale at the nearest Kmart or Walmart.

After cleaning with a good bathroom cleaner.. Use a pumas stone on the ring. It will look brand new again.
