They're actually called the Yip-Yips, by Sesame Street's creators at Sesame Workshop.

If Sesame Street Live: Out of this World stops in your town, be sure to buy tickets, as they are featured in the Broadway-style show.

I remember those things. They didn't have a name. Mostly they were dealing with the telephone and when it would ring would make fun of the ringing.

LOL! Yes I do remember them. Beeker was another one that did not have a vocabulary, he would crack me up, and I used to love the Menomna song.
