what is the time this man is looking at for charges of manfacturing and delivering controlled substance, if he has a back ground of selling drug and has been to prison before?

It doen't matter what state. Drugs are considered felony offenses as well as prosecutable by the federal government. There is now a mandatory minimum sentence of five years but up to 25 years in a federal penitentery, without benefit of parole or probation or suspension oif sentence since he has been convicted before. However, due to prison overcrowding, he may plea bargain for a lesser offense, and that sentence is discretionary by the judge. He will most likey, in the real world, be brought to court, plea bargain for a lesser offense, get it, and be released on six months probation.

8-28 years mandatory that doesn't include a special offenders charge which enhances the mandatory sentence.
