In the late 70's, were we at war, or at peace? And could you explain why?

We were not in a war in the late 70's. If you are referring to the "cold war" it was more a war of ideologies than a shooting war. The West, primarily the U.S. and the USSR, Soviet Union, were in an arms race but were not shooting at one another. Both countries used surrogates in fighting a war. An example would be in Afghanistan. The U.S. supported one side while the Soviets supplied the other. During this time, both countries stayed on a higher level of alert because neither country wanted to not have the capability of fighting back, should one country decide to make a first nuclear strike. The arms race was basically about both countries having sufficient arms to destroy the other so neither would fire the first shot. It was a stalemate. No country would attempt to start a war that they knew they could not win.

A cold war yes this is a war based on police not combat, a cold war could also be called the war of the politicians. But in the 70's it was more of a nuclear arms race and democracy vs Communism.
