Sounds to me as though you need to go back and start again. Firstly the fish don't keep the tank clean, you do. If you are going to keep cold water fish you don't need a heater. But you need them, correct size for size of tank, for tropicals. For both you need filters which will handle the volume of water you have. A large external one is probably the best. You also have to change about 1/3 of the water every 2 weeks and check that the water is the right Ph. and hardness.The easiest way to keep fish is to have a tank that can hold about 300 litres and run a filter that can process all the water in your tank 3 to 4 times an hour. Cories are definately the best scavenger out there. They are happy in any reasonable temperature, and don't get very big. They are happy in groups of 3 or more, but 5+ is ideal.

Everyone should have a Betta at least once in their life. They are pretty low maintainance (give them a gallon or more of water, some pellets and a weekly water change, and they will love you forever) They are also entertaining to watch. Put a mirror up next to the tank, and it will get mad at its reflection! (Don't leave the mirror too long though, the betta might hurt himself)

It depends on the type of tank you have if warm water or cold water fish are better. Generally speaking, cold water fish (such as goldfish) need large tanks. Goldfish need 20 gallons per fish for fancies, and 50 gallons per fish for commons. A goldfish may be able to live for two years in a bowl, but considering that they are suppossed to live for twenty, two years really isn't that good.

Danios and Rosy Reds are other coldwater fish. They are really active and need alot of room to swim around.

If you have a smaller tank, you may want to go with some small tropical fish such as guppies or platies. Just make sure to keep the temperature high enough.

There is nothing better than a good, old fashioned water change to clear cloudy water. If the tank is sitting in direct sunlight, move it, as the sun can cloud your water, and promote algae growth.
