Some will, some won't. Your best chance to get a player to sign (even the ones who don't sign much) would be to send it in care of the team. You can go to mlb.com and click on the link to each team's website. From there you will be able to find an address to the stadium that can be used to send fan mail. Eventually it will get to the player, but it may take some time. But since not every player will sign it would be best to contact the team and ask if the player is likeley to sign or not, and also find out what items you can send.

You can try sending a self-addressed stamped envelope with your request to the public relations director for the corresponding team. You might want to include a picture or card from the player, but be prepared, they may not send it back. Teams usually have pre-printed pictures of players that they will send out upon request. Also, don't request more than 1 signature.(it will appear that you are a memorabilia dealer)

yes, though the best time is during the season. I know atleast when the season is happening, you can mail a card (with a return adresss) and a ballplayer may sign somthing for you. However, since you send it to the team and it is kept in cubbies in the clubhouse, I don't know if you could reach them now.

It depends who you send it to. Most "big" players don't take a day off just to sift through fan mail. But there are a lot of lists online of people who reply frequently to autograph requests. I can't name one off the top of my head, but search for "baseball player addresses" and you'll get a whole big list.
