You need photo editing software. If you have microsoft office, you can use the Microsoft photo editor by default and you do not need anything else. Go to image, resize and play with the sizes until you get what you want.
If you dont have microsoft, download a photoediting free software from the net. There are many of them. One of my favorites is a small program but has enough features to do basic editing for a regular home user, and this is Irfanview.
Read about them first.I am sending you the link.
When you save your photo files, save them as .jpg. It will be easy to open.

You can use Microsoft Paint to reduce the size.
Right click the image>Open With....>Paint
Once it's opened press "Ctrl+W" Then mess with percents to get the size you want.
Save and close.....thats it.
