where do u find cut in pokemon fire red?

To find cut, you have to go to the S.S. Anne in Vermillion Port. Head right, down and right again and keep going. Head north and you'll have to fight Gary. After you defeat him, the captain will give you the HM cut for helping him with his seea sickness.

To answer your question, I remeber the captain on the cruise ship gives it to you when you talk to him. (How can I remeber that after all these years? I dunno....)
