hi there;

Usually with some isp's they have something called a fair usage policy in their terms and conditions; which if you use more than a certain amount of bandwidth they reduce your speed for a temporary period until you have reduced your use of the internet during peak hours including video, online games, sound during those peak times; hense the speeds you have been receiving. It maybe you can't receive a MAC code because you could be under contract with that company in which you wouldn't be able to get a MAC code until that contract has finished and if you are under the fair usage policy you can't cancel. Although I do advise using a bandwidth speed checker and keeping a detailed log with reference numbers for their technical services and customer service in case there is an underlying problem. If the problem persists the log would help in your case.

cancel it through your bank then. If they don't want to answer your phone calls, don't just give up. They do this on purpose to make it harder for you to get rid of them. AOL use to use this dirty technique.
