Like how does the salt in sea water affect how quickly it freezes and how does the sugar in sugar water affect how it freezes.

Yes. Salt water freezes at a lower tempurature than fresh water.

That is why we use salt to melt ice on sidewalks in the winter.

Any material dissolved that gets in the way of the particles lining up to form crystals will decrease the freezing temp. CaCl2 with 3 particles will decrease it more than NaCl with only 2. Since sugar does not ionize, it has only one particle to decrease the feeezing point.
