If you are talking about a person, the only reference I found was a poor guy who got arrested for not appearing in court as scheduled in 2003.

There is a Norman Michael in UCSD that does scientific computing, but he's much too young and not nearly so accomplished that anyone would name a campus building, a Hall, after him (at least yet).
