Founders of the JLA - depends if you mean the comics, the cartoons, or the tv show Smallville....
SMALLVILLE - it hasn't formed yet, they're looking at Green Arrow and Superman to form it.
CARTOONS - JLA was formed with Superman, Hawkgirl, Wonder Woman, Flash, Martian Manhunter, Green Arrow, and Batman
COMICS - JLA was formed with Superman, Wonder Woman, Green Arrow, Batman, Aquaman, Flash (and one or two others I can't remember)

In 1960, Gardner Fox created the Justice League of America by combining five heroes...
...The Flash (Barry Allen) was its first chairman.
...Green Lantern (Hal Jordan) was its spokesman.
...Wonder Woman (Diana of Themyscira)
...Aquaman (Arthur Curry/Orin of Atlantis)
...the Martian Manhunter (Detective John Jones/J'onn J'onzz)
In the eighties, it was rewritten that the second-generation Black Canary (Dinah Drake Lance) was the founding member instead of Wonder Woman, but during the recent Infinite Crisis, continuity was shifted again in the creation of New Earth--and now Wonder Woman is again the founding woman.
The sixth member was Green Arrow (Oliver Queen) and it wouldn't be until afterwards that Superman and the Batman would join, to be followed by the Atom (Ray Palmer), the Elongated Man (Ralph Dibny), the Silver Age incarnations of Hawkman (Katar Hol of Thanagar) and Hawkgirl (Shiera Thal of Thanagar), and Zatanna, daughter of John Zatarra.

In the TV series smallville, it is formed by Green Arrow. He recurts cyborg, flash, martian manhunter, aquaman, and he trys to get Clark, or superman.
In the comics, it is formed when green lantern, black canary, the flash, aquaman, and martian manhunter discovery a alien plot to conquer earth and they team up to stop it.
In the cartoon show, Justice League, it was formed by hawkgirl, wonder women, flash, green lantern, superman, batman, and martian manhunter team up to stop an alien.
