You have asked an extremely complex and legal question. If the United States Government was in fact responsible for the events leading up to and on 9/11, then Treason at the highest levels of government was committed.
The popular mechanics issue that was referred to prior has been debunked by scholars for the 9/11 truth as improbable. In fact their are many PHD scholar's in the various fields that have raised question, viewed evidence and raised interesting questions on the official government story. PBS attempted to recreate the pancake theory and could only do so if the 40 interior columns were removed from the WTC towers. The collapse of building 7 has yet to be explained. There is documented proof that evacuations of the world trade centre had taken place prior to the attacks. The weekend before 9/11 the world trade centre was closed and all electrical power was turned off so new Internet cable could be installed. This meant all security systems were down for The entire weekend. On Sept 8th all remaining bomb sniffing dogs were removed from the WTC and services were no longer required. On the morning of Sept 11th, there was a live fly exercise taking place over the North East quadrant of the United States. This was part of a series of war games taking place throughout the United states, Canada and Greenland, all under the control of Dick Cheny.
At the same time FEMA was on pier 29 in lower Manhattan running operation tripod two. This was a simulation of a chemical and biological attact on New York. How interesting that FEMA would have a fully operational command post in place on 9/11. Operation vigilant guardian was the live fly exercise simulating hi-jacked airliners moving towards New York City.
On the morning of 9/11 air traffic controllers were dealing with 19 hi-jacked airliners in the live fly scenario with all transponders turned off. They in effect could not distinguish between the real hi-jacked planes and those involved in the war game. To further complicate matters, there were only eight fighters left to protect the North East quadrant of the United States. Fighters travel in a formation of two, so technically they could only cover four hi-jacked airliners when dispatched. No fighters were dispatched until after all planes had found their targets. What is interesting to note here, is that Vice President Cheney was given a 45 minute heads up on the approaching hi-jacked airliner moving to the pentagon. As the man in charge of the war games underway he would have known which airliners was part of the operation versus the real hi-jacked airliners.
The Project for the New American Century (PNAC) was established in spring 1997. The nonprofit organization declared that its goal was “to promote American global leadership.” PNAC, which has been inactive since late 2005, was an initiative of the New Citizenship Project, whose chairman is William Kristol, PNAC described itself as a “nonprofit educational organization supporting American military, diplomatic, and moral leadership.” PNAC's board of directors had the following members, as listed on its website as of May 26, 2006: William Kristol (chairman), Robert Kagan, Bruce Jackson, Mark Gerson, and Randy Scheunemann. Staff members: Ellen Bork (acting executive director), Gary Schmitt (senior fellow), Thomas Donnelly (senior fellow), Reuel Gerecht (director of the Middle East Initiative), Timothy Lehmann, (assistant director), and Michael Goldfarb (research associate). 1
PNAC's 1997 “Statement of Principles” set forth a new agenda for foreign and military policy that William Kristol and Robert Kagan described as “neo-Reaganite.” Signatories of this charter document said that they aimed “to make the case and rally support for American global leadership.” 2 Excerpts from the statement follow:
“We seem to have forgotten the essential elements of the Reagan administration's success: a military that is strong and ready to meet both present and future challenges; a foreign policy that boldly and purposefully promotes American principles abroad; and national leadership that accepts the U.S. global responsibilities.
“Of course, the United States must be prudent in how it exercises its power. But we cannot safely avoid the responsibilities of global leadership or the costs that are associated with its exercise. America has a vital role in maintaining peace and security in Europe, Asia, and the Middle East. If we shirk our responsibilities, we invite challenges to our fundamental interests. The history of the 20th century should have taught us that it is important to shape circumstances before crises emerge, and to meet threats before they become dire. The history of this century should have taught us to embrace the cause of American leadership.
“Such a Reaganite policy of military strength and moral clarity may not be fashionable today. But it is necessary if the United States is to build on the successes of this past century and to ensure our security and our greatness in the next.”
History and Impact
From an office in the same building that houses the American Enterprise Institute (AEI) in downtown Washington and with funding from the Bradley Foundation, in 1993 William Kristol established the Project for the Republican Future in anticipation of the 1994 congressional elections. Following the resounding victory of right-wing Republicans, in 1995 he founded the Weekly Standard in the vacated offices of his Project for the Republican Future. In 1996, Kristol and Robert Kagan established PNAC, whose offices are also located in the AEI building and which is also generously supported by the Bradley Foundation. 3
By the time Kristol and Kagan organized PNAC, the widespread conservative frustration at having to endure another four years of Clinton liberals had largely papered over the conservative rift of the late 1980s. Newt Gingrich's “Contract with America” played a key role in unifying conservatives around an almost exclusively domestic agenda of big-government bashing, glorifying traditional family values, and attacking secular humanism. The domestic side of a reinvigorated right wing was coming together nicely in the 1990s, as seen in the winning role played by the Contract with America in ushering in a Republican majority in both houses of Congress under the Clinton presidency.
The right, however, had not recovered from the loss of its chief mobilizing principle: militant anticommunism. Central to the right's role in winning the White House for Ronald Reagan in 1980 was the fusion of three core conservative constituencies: social conservatives, economic libertarians, and national security militarists. In the late 1970s, neoconservatives played a strategic role in engineering this right-wing fusion, providing many of the key intellectual and ideological frameworks for the right wing's expanding counter-establishment and for the right-wing populists.
If they were to reprise this same unifying role in the late 1990s, the neocons knew that the old political messages daring the Democrats to associate themselves with the “L” word of liberalism would no longer suffice. Positioning themselves as New Democrats, Bill Clinton and Al Gore had stolen the neoconservative thunder on free market and big government issues.
To resurrect a right-wing populist movement, the challenge became creating a “neo-Reaganite” agenda—one that would appeal to the same “moral majority” citizens who were still fighting the backlash cultural wars against multiculturalism and the counterculture of the 1960s, citizens who responded to messages about moral clarity and America's mission, and whose sense of patriotism and nationalism could again be rallied to support increased military spending and interventionism abroad. Collectively, the neoconservatives, the Republican Party's hawks, and the social conservatives aimed to awaken America from its slumber to wage the good fight against the forces of evil that were gathering round the world. PNAC's founding statement in 1997 crystallized this new sense of American power and moral mission.
Liberals and progressives might regard PNAC's success at setting a new foreign policy agenda as an example of how the right's unity, messaging skills, networking, and focused political agenda of its small circle of foundations have enabled it to affect radical political change. Recalling the group's origins, PNAC Executive Director Gary Schmitt told a different story: “It is actually just the opposite. We started up precisely because the right was so divided—between the realists and the neo-isolationists.” According to Schmitt, “What we thought was that a tradition that was both more American and more particularly Reaganite had been dropped from the agenda.” 4
That agenda—one of U.S. moral clarity and the exercise of American power against evil—was articulated in 1996 by Kristol and Kagan in their Foreign Affairs essay on creating a neo-Reaganite foreign policy agenda. 5 PNAC, said Schmitt, was the result of Kristol and Kagan's decision to institutionalize their vision.
PNAC struck a discordant note in the dominant political discourse. At a time when most pundits and politicians were caught up in national debates about the price of prescription drugs, the future of social security, and the impact of globalization, PNAC warned of “present dangers” to U.S. national security.
On the whole, however, PNAC's associates, many of whom joined the George W. Bush administration, were hopeful. If conservatives continued to resist “isolationist impulses from within their own ranks” and if a new government adopted the history-tested principle of “peace through strength,” the “greatness” of the United States would be ensured in the next century. If the American people were to again embrace “a Reaganite policy of military strength and moral clarity,” they could look forward to a New American Century. 6
The rhetoric, political tactics, and assumptions about America's moral mission articulated by PNAC all had deep historical resonance. The three signature features of PNAC—the coalition-building to confront the “present danger,” the vision of a planetary Pax Americana, and the laying of nationalist claim to an entire century—were echoes of former visionaries, statesmen, and political leaders.
In raising the alarm about the present danger, PNAC sounded a traditional refrain of post-World War II militarists and internationalists. Since the late 1940s, factions of the U.S. foreign policy elite have stoked the patriotism and paranoia of Americans with warnings about the “present danger” the United States faces if lulled to sleep by dovish political and economic elites. For hawks and ideologues, the term “present danger,” along with the phrase “peace through strength,” has been the recurring rallying cry of those who argue for a more aggressive national security strategy.
In the advent of the 2000 presidential election, PNAC founders Kristol and Kagan, in their edited volume Present Dangers, invoked the words of the Henry Robinson Luce, who before the United States entered World War II predicted that the 20th century could be the “American Century,” if it created “an international moral order.” 7 The combination of military strength, “a vital international economic order” established by the United States, and foreign policy guided by America's God-ordained moral mission would, according to Luce, ensure American supremacy and international peace. 8
During Clinton's presidency, PNAC organized two sign-on letters to the president (the second one on Milosevic) and one letter to congressional leaders (on Iraq), and it published one statement (on the “Defense of Taiwan”). 10 in 2000, PNAC also published a book and a report, both of which were designed as blueprints for a new U.S. foreign and military policy. Present Dangers included work from many PNAC associates and other neoconservatives. “Rebuilding America's Defenses,” written largely by PNAC's Thomas Donnelly, offered an agenda for military transformation based on Defense Policy Guidance of 1992, the national security strategy written by Paul Wolfowitz, I. Lewis Libby, and Zalmay Khalilzad under the supervision of then-Defense Secretary Dick Cheney.
The 2000 election of George W. Bush enabled PNAC to advance its agenda for the “New American Century.” Many PNAC principals moved into the Pentagon, vice president's office, and State Department. It was not, however, until after September 11, 2001, that the PNAC agenda was fast-forwarded.
On September 20, 2001, PNAC sent an open letter to Bush that commended his newly declared war on terrorism and urged him not only to target Osama bin Laden but also other “perpetrators,” including Saddam Hussein and Hezbollah. The letter made one of the first arguments for regime change in Iraq as part of the war on terror. According to the PNAC letter, “It may be that the Iraqi government provided assistance in some form to the recent attack on the United States. But even if evidence does not link Iraq directly to the attack, any strategy aiming at the eradication of terrorism and its sponsors must include a determined effort to remove Saddam Hussein from power in Iraq. Failure to undertake such an effort will constitute an early and perhaps decisive surrender in the war on international terrorism.”
The letter also pointed out that to undertake this new war, it would be necessary to inject more money into the U.S. defense budget: “A serious and victorious war on terrorism will require a large increase in defense spending. Fighting this war may well require the United States to engage a well-armed foe, and will also require that we remain capable of defending our interests elsewhere in the world. We urge that there be no hesitation in requesting whatever funds for defense are needed to allow us to win this war.”
The election of George W. Bush opened the door to the Pentagon, vice president's office, State Department, and the National Security Council for PNAC associates, many of whom--including Richard Cheney, Donald Rumsfeld, Douglas Feith, and Paul Wolfowitz--became the leading figures in the Bush administration's foreign policy team. Although not all were neoconservatives themselves, the PNAC associates brought neoconservative ideology and a common conviction of U.S. supremacy with them into government. However, it was not until Sept. 11 that the PNAC-dominated foreign policy team got its chance to fast-forward their plans to remake the world as a U.S. dominion.
Back in 2001 and even into 2002 few Americans--even in foreign policy circles--knew about the Project for the New American Century or could speak knowledgeably about the history and ideological convictions of neoconservatives. Nearly five years after Sept. 11 and more than three years after the U.S. invasion of Iraq, most Americans who follow foreign policy and U.S. politics are familiar with the term neoconservative and probably have heard about the Project for the New American Century.
In 1991 a regional sector of the North American defense Command simulated a foreign hijacked airliner crashing into a building in the United States as part of a training exercise. Military official stated the building would be recognized if identified, and to this day, the location and building are still classified.
In order for the PNAC policy to become fast tracked, America needed another Pearl Harbor or a catastrophic event to unite the Nation against a foreign aggressor.
In May of 2001 under Presidential Directive, Dick Cheney was placed in charge of the seamless integration of all Federal agencies. It was during this time that the Vice President was noticeably absence from public view. This gave the Vice President power over the military, Justice department, Secret Service, F.E.M.A, Center for Disease control, essentially all Federal agencies under his command. These sounds frightening, the transfer of power from the President to the Vice President.
September 11th 2001
The President of the United States was reading to children about a goat in a classroom, Dick Cheney was in the bunker below the White House. How ironic.
On the morning of September 11th 2001, the defense department along with NORAD was employing a series of five separate war games. These war games took all available air defenses out of the North east defense sectors where all the attacks occurred. This left eight fighters to respond to 19 hijacked airliners. The main fighter force or assets were deployed to Northern Canada, Alaska, Iceland and Greenland. No that is not a misprint; on September 11th 2001 operation “Vigilant Guardian” was running a hijack drill of 19 aircraft. This was a live fly hijack exercise under the control of Dick Cheney and NORAD. The Military control was up one floor from where the Vice President was located in the bunker. All orders for the operation were given by Vice President Cheney. Also on September 11th, operation Northern vigilance was an over the pole Russian exercises to practice for approaching Russian bombers and intercepts them. In the Kane report, only in the footnotes (116) is there any reference to war games. The reference made states that operation “Vigilant guardian” was an over the pole exercise designed to intercept Russian bombers. This was blatant deception in the report. According to NORAD’s website, Operation Northern Vigilance was the over the pole exercise. On the morning of September 11th, air defenses in the North east sector were paralyzed.
At the same time another terror drill was taking place in lower Manhattan on the West side at pier 29 called operations Tripod two. This was a biological and chemical war game set up by F.E.M.A. If you look at the paper trail dating back to May 2001, Dick Cheney was in charge of all federal agencies and coordinated all training, not just for the Military, because the F.B.I, Department of Justice, Health and Human Services, The Center for Dieses control ect, are not part of the Military. All of this was put under the umbrella of F.E.M.A and on the morning of September 11th 2001 F.E.M.A was setting up a complete command post in lower Manhattan.
Just by coincidence? Another war game? There are people in locations called S.C.I or, Secret Compartmental Intelligence who do know certain elements of what transpired that day. John P. O’Neill, the FBI’s foremost expert on Al Qaeda resigned from his position citing obstruction of his investigations. Mr. O’Neill warned the government about the impending attacks and was stonewalled. He was then recruited to become the head of security for the world trade center just days before the attacks. His body was found in the staircase inside the South tower. What the 9/11 commission report fails to mention is that Marvin Bush, the Presidents brother was the principal owner of the security company in charge of the World Trade Center. Marvin Bush is now in charge of electronic security for United Airlines, Dulles airport and is backed by the Kuwait American Corporation. Marvin Bush was also on the board of HCC Holdings which insured parts of the World Trade Center on 9/11. The SCC promised more information would be forthcoming in their investigation but to date, no new information has been released.
The ground work for a false flag operation was laid years prior to the attackes of September 11th.
A brief timeline follows.
America ’s top military leaders drafted plans to kill innocent people and commit acts of terrorism in US cities to trick the public into supporting a war against Cuba in the early 1960s. Approved in writing by the Pentagon Joint Chiefs, Operation Northwoods even proposed blowing up a US ship and hijacking planes as a false pretext for war.
1982-1991: Afghan opium production skyrockets from 250 tons in 1982 to 2,000 tons in 1991, coinciding with CIA support and funding of the mujaheddin.
1984: Bin Laden moves to Peshawar , a Pakistani town bordering Afghanistan , and is running a front organization for the mujaheddin known as MAK, which funnels money, arms and fighters from the outside world into the Afghan war. MAK was nurtured by Pakistan 's state security services, the Inter-Services Intelligence agency, or ISI, the CIA's primary conduit for conducting the covert war against Moscow 's occupation." He becomes closely tied to the warlord Gulbuddin Hekmatyar, and greatly strengthens Hekmatyar's opium smuggling operations. Hekmatyar had ties with bin Laden, the CIA and drug running, and has also been called "an ISI stooge and creation"
Mid-1980's: The ISI starts a special cell of agents who use profits from heroin production for covert actions "at the insistence of the CIA." "This cell promotes the cultivation of opium and the extraction of heroin in Pakistani territory as well as in the Afghan territory under mujaheddin control for being smuggled into the Soviet controlled areas, in order to turn the Soviet troops into heroin addicts. After the withdrawal of the Soviet troops, the ISI's heroin cell started using its network of refineries and smugglers for smuggling heroin to the Western countries and using the money as a supplement to its legitimate economy. The ISI grows so powerful on this money, that Time magazine later states, "Even by the shadowy standards of spy agencies, the ISI is notorious. It is commonly branded 'a state within the state,' or Pakistan 's 'invisible government.'"
March 1985: The US decides to escalate the war in Afghanistan . The CIA, British MI6 and the ISI agree to launch guerrilla attacks from Afghanistan into then Soviet-controlled Tajikistan and Uzbekistan , attacking military installations, factories and storage depots within Soviet territory until the end of the war. The CIA also begins supporting the ISI in recruiting radical Muslims from around the world to come to Pakistan and fight with the Afghan mujaheddin. The CIA gives subversive literature and Korans to the ISI, who carry them into the Soviet Union . Eventually, around 35,000 Muslim radicals from 43 Islamic countries will fight with the Afghan mujaheddin. Tens of thousands more will study in the hundreds of new radical Islamic schools funded by the ISI and CIA in Pakistan . Taliban: Militant Islam, Oil and Fundamentalism in Central Asia, Ahmed Rashid, 3/01] In the late 1980's, Pakistan 's President Benazir Bhutto, feeling the mujaheddin network has grown too strong, tells President George Bush Sr., "You are creating a Frankenstein." But the warning goes unheeded.
1991: Future National Security Advisor Rice joins Chevron's board of directors, and works with Chevron until being picked as Bush's National Security Advisor in 2001. Chevron even names an oil tanker after her. Rice is hired for her expertise in Central Asia , and much of her job is spent arranging oil deals in the Central Asian region. Chevron also has massive investments there.
March 1991: Although the Gulf War against Iraq just ended, the US does not withdraw all of its soldiers from Saudi Arabia , but stations some 15,000-20,000 there permanently. President Bush Sr. falsely claims that all US troops have withdrawn. Their presence isn't admitted until 1995, and there has never been an official explanation as to why they are there. The Nation postulates that they are there to prevent a coup. Saudi Arabia has an incredible array of high-tech weaponry, but may lack the expertise to use it and local soldiers may have conflicting loyalties. In 1998, bin Laden will release a statement: "For more than seven years the United States has been occupying the lands of Islam in the holiest of places, the Arabian peninsula, plundering its riches, dictating to its rulers, humiliating its people, terrorizing its neighbors, and turning its bases in the peninsula into a spearhead through which to fight the neighboring Muslim peoples."
July 5, 1991: The Bank of England shuts down the Bank of Credit and Commerce International (BCCI), the largest Muslim bank in the world. This bank based in Pakistan financed numerous Muslim terrorist organizations and laundered money generated by illicit drug trafficking and other illegal activities, including arms trafficking. Bin Laden and many other terrorists had accounts there. American and British governments knew about all this yet kept the bank open for years. The ISI had major connections to the bank. But, as later State Department reports indicate, Pakistan remains a major drug trafficking and money laundering center despite the bank's closing. The Washington post claims, "The CIA used BCCI to funnel millions of dollars to the fighters battling the Soviet occupation of Afghanistan ." A French intelligence report in 2001 will state, "The financial network of bin Laden, as well as his network of investments, is similar to the network put in place in the 1980s by BCCI for its fraudulent operations, often with the same people (former directors and cadres of the bank and its affiliates, arms merchants oil merchants, Saudi investors)." A senior US investigator will say US agencies were looking into these ties because "they just make so much sense, and so few people from BCCI ever went to jail."
1993 (A): Canadian police arrest Ali Mohamed, a high-ranking al-Qaeda figure. However, they release him when the FBI says he is a US agent. [Globe and Mail, 11/22/01] Mohamed, a former US Army sergeant, then will continue to work for al-Qaeda for a number of years. He trains bin Laden's personal bodyguards and trains a terrorist cell in Kenya that later blows up the US embassy there. Meanwhile, at least between 1993 and 1997 he tells secrets to the FBI about al-Qaeda's operations. He is arrested in late 1998 and subsequently convicted of his role in the 1998 US embassy bombing in Kenya . [CNN, 10/30/98, Independent, 11/1/98] Says a former Egyptian intelligence officer: "For five years he was moving back and forth between the US and Afghanistan . It's impossible the CIA thought he was going there as a tourist. If the CIA hadn't caught on to him, it should be dissolved and its budget used for something worthwhile."

I had always wondered how those towers came down so uniform. I was not even aware that WTC7 also fell this way. One of the first videos I saw was "Loose Change V.2". I was then exposed to the possibility that it was an inside job. I was shocked and determined to get to the bottom of this.
Most all the evidence that is available to us, show that the WTC buildings were rigged with explosives. Our own government had motive as was well as an opportunity to do this crime. Here is the evidence, presented for your scrutiny.
FAKE CONFESSION
The official government story is that the 9/11 attack was orchestrated by Al Qaeda, which is lead by Osama bin Laden. The proof our government provided was a video with Osama confessing to the crime. The problem with the video is that the person in the video does not look like Osama bin Laden: See picture.

Molten, beyond red hot, "steel" was video recorded coming out of the South Tower just before it collapsed. Jet fuel does not burn hot enough to turn steel to liquid. Melted red hot steel was also found in "ground zero" of all three WTC buildings, including WTC7; the one no jet ever hit.

MOTIVE
The New Conservatives (Neo-Cons), with the help of their friends, started planning the invasion of Iraq, shortly after Pres. Bush took office. Apparently, the plan would include the attack of the WTC buildings. It did this to get the support of congress and the nation, to attack Iraq. Read it from their own PENAC document. Pay special attention to the section entitled "Creating Tomorrow's Dominant Force" page 50 and the top of page 51, where it states we need a new Pearl Harbor attack to get the ball rolling.

OPPORTUNITY
Witnesses saw a work crew going into the WTC buildings with rolls of wire, supposedly for internet upgrades. Tenants were moved around while crews "upgraded" the cable systems. The Port Authority cut power to the building for a whole weekend, just prior to the attack; shutting down the entire security systems. Witnesses also heard crews operating heavy hammering equipment that left a gray cement like dust, in the building. This activity took place just weeks before the 911 attack: The Port Authority had released control of the buildings to Larry Silverstein, six weeks prior to the attack: He made upwards of $5 billion off of the attack.
